As of September 25, 2025, domestic enterprises (including overseas deliveries) delivered a total of 365.85 MW of alkaline electrolyzers in Q2 (data sourced from public information and SMM surveys).
Electrolyzer Project Updates:
Wulanchabu Yanmei Energy Co., Ltd.:Wulanchabu Yanmei Energy Co., Ltd.'s Siziwang Banner Green Hydrogen Construction Project received approval, with self-raised funds of 4.16 billion yuan. The construction scale is an annual production of 90,300 mt of green hydrogen, with a total floor area of 1,475,800 m².
Shandong Shankerongfa Pilot Base Co., Ltd.: Shankerongfa released the second public notice for public participation in the environmental impact assessment of its 20,000 mt/year integrated green hydrogen-methanol demonstration project. The project construction site is within the Rizhao Haiyou Chemical Industry Park in Ju County, Rizhao City, Shandong Province. The project primarily uses corn straw as raw material to produce approximately 20,000 mt/year of green methanol.
Longyuan Power Longyuan (Zhangye) New Energy Development Co., Ltd.:The Zhangye Carbon Neutrality Industrial Base Integrated Wind-Solar-Hydrogen-Storage Project publicly tendered for alkaline water electrolysis hydrogen production electrolyzers and power supply equipment. The scope includes supply, transport, unloading, installation, commissioning, and after-sales service for 3 units of 1000 Nm³/h, 8 units of 2000 Nm³/h, and 1 unit of 3000 Nm³/h atmospheric square electrolyzers and their power supply equipment.
Tongyu Xiangtong New Energy Co., Ltd.:CNNC Jilin Energy Tongyu Green Hydrogen-Ammonia-Methanol Integrated Project released a tender announcement (second time) for the review services of the project proposal and feasibility study report.
Etuokeqianqi Wind and Solar Power Hydrogen Integration Green Ammonia Synthesis Project: The 250 MW PV power generation project and water electrolysis hydrogen production station project under the Etuokeqianqi Wind and Solar Power Hydrogen Integration Green Ammonia Synthesis Project announced cancellation information. The specific reason cited is an adjustment in the enterprise's strategic layout. It is understood that the project's planned construction period was from May 2024 to December 2025.
Guo Nengyuan Chuang Alashan New Energy Co., Ltd.: Guoneng Alashan High-tech Zone Million Kilowatt Wind, Solar, Hydrogen, Ammonia + Infrastructure Integrated Low-Carbon Park Demonstration Project was voluntarily abandoned by the enterprise, which gave up its construction quota. This decision was made because the current market price for green ammonia has fallen, the project's economic feasibility failed to meet expectations, and it did not satisfy the requirements of the parent group company, making it impossible to achieve full capacity grid connection at the approved (filed) scale.
China Coal Pingshuo Group Co., Ltd.: The EPC general contracting project for the first phase of the China Coal Pingshuo Coal Mining Subsidence Area 600,000 kW Off-grid Renewable Energy Hydrogen Production Project (Green Hydrogen Coupling with Coal Chemical Industry Section) issued a change announcement.
Qiyuan Weichang Manchu and Mongol Autonomous County New Energy Technology Co., Ltd.: The EPC general contracting project for the Chengde Hangtian Tianqi Wind, Solar, Storage, Hydrogen Integration Multi-energy Complementary Demonstration Project issued a tender announcement. Its main construction content includes 300 MW of wind power generation, 200 MW of PV power generation, a hydrogen production station, and supporting booster stations and external transmission line projects.
Policy Review
1. The energy industry hydrogen standard NB/T 11896-2025 "Code for Preparation of Feasibility Study Reports for Renewable Energy Power Hydrogen Production Projects," led and compiled by China Energy Engineering Group North China Electric Power Design Institute Co., Ltd., was officially released.
2. The first energy industry hydrogen standard NB/T 11810-2025 "Code for Preparation of Planning Reports for Renewable Energy Power Hydrogen Production Projects," compiled under the direction of the Hydroelectric and Water Resources Planning and Design General Institute, was officially released and will take effect from December 30, 2025.
3. The European Commission approved a 4 billion euro electrolyzer special fund, providing a 30% subsidy on equipment costs for projects with an annual capacity of ≥500 MW, and set a 2030 target for electrolyzer efficiency in green hydrogen projects of ≥60% (LHV basis).
4. The European Commission issued the "Clean Industrial Deal National Aid Framework." The new regulations explicitly require member states to prioritize support for "Renewable Fuels of Non-Biological Origin" (RFNBOs) and ensure public resources are directed towards low-carbon technologies through details such as fund allocation ratios and project timelines.
Corporate Dynamics
CRRC (China Railway Rolling Stock Corporation): The "Serious Statement on Unscrupulous Elements Impersonating Subsidiaries of CITIC Group to Establish Companies" published on the official website clearly identified Junrui Hydrogen Energy Development (Chongqing) Co., Ltd. as one of the counterfeit enterprises. Qichacha information still shows it as a state-owned enterprise. Core hydrogen production equipment from CRRC Zhuzhou Institute, under the CRRC Group, obtained two international certifications: ASME (American Society of Mechanical Engineers) and CE-PED (EU Pressure Equipment Directive).
Sunlight Hydrogen Energy Technology: The 2,000 Nm³/h electrolyzer has been on the market for one year, having undergone 3,200 hours of operation, 1,000 start-stop cycles, and rigorous accelerated corrosion testing under simulated fluctuating wind and solar power conditions.
Horizon: The first batch of groundbreaking 5 MW systems is currently being prepared for deployment at a subsidiary of Rockcheck Steel Group Co., Ltd., a leading industrial enterprise in Tianjin, China.
ExxonMobil: and BASF will develop methane pyrolysis technology (turquoise hydrogen technology) for low-carbon hydrogen and solid carbon production, and plan to establish a demonstration plant in Texas.
Samsung E&A: will design the hydrogen production and power systems for an $8 billion SAF plant.
Patent Applications
1. Shanghai Institute of Ceramics, Chinese Academy of Sciences (China) disclosed patent CN2025110028, developing a ceramic-based anion exchange membrane with a laboratory-tested lifespan of 80,000 hours.
2. Johnson Matthey (UK) filed patent WO2025109876, disclosing an Fe-Ni-Mo ternary non-precious metal catalyst formulation with activity close to platinum-based materials.
Technology Footprints/Technical Specifications
1. Dr. Oh Keun-hwan's team at the Korea Research Institute of Chemical Technology developed a nanocomposite technology that simultaneously improves mechanical strength, hydrogen barrier properties, chemical stability, and thermal stability.
2. A research team from the School of Electrical Engineering, Xi'an Jiaotong University, and the State Key Laboratory of Electrical Insulation and Electrical Materials successfully developed a Ru/Ti3C2Ox@NF bifunctional electrocatalyst for seawater electrolysis.
3. The group standard "Technical Specification for Green Electricity Coupling Electrolytic Hydrogen Production from Wind and Solar Power with Energy Storage" (Number T/CIEP 0272—2025) was released and implemented by the China Industrial Environmental Protection Promotion Association. Zhongneng Dayou Energy Technology Co., Ltd. successfully developed a 100 kW-class multi-field coupling testing equipment for PEM electrolyzer hydrogen production.
4. GKN Powder Metallurgy announced the development of a new generation of high-performance, high-porosity, high-purity porous transport layer (HP-PTL) for proton exchange membrane (PEM) electrolysis.
5. The first 220 kW high-safety solid-state hydrogen storage fuel cell emergency power generation system was officially launched and put into application demonstration at the Microgrid Union Wi-Fi Smart Terminal Industrial Park. This achievement marks a major breakthrough in China's independent core equipment development in the field of hydrogen energy emergency power sources.
6. Tongda Electromagnetic Energy Co., Ltd. independently developed and manufactured China's first off-grid medium-voltage DC 20 kV direct-hanging hydrogen production power supply (also known as "Hydrogen One") successfully applied.
7. The China Association for Promotion of Industrial Development (CAPID) has officially released the group standard "Multi-Pulse Thyristor Rectifier for Hydrogen Production by Water Electrolysis" (Standard Number T/CAPID013—2025). This standard specifies the technical requirements, test methods, inspection rules, marking, packaging, transportation, and storage of multi-pulse thyristor rectifiers for hydrogen production by water electrolysis.
